What is Cosmetic vs drug boundary?

A claim that a product treats or prevents a condition, or alters body structure, moves it out of the cosmetic category and into drug or quasi-drug regulation. The same Korean formula can be a cosmetic in one market and a drug in another purely because of how the claim is worded.
