What is New cosmetic ingredient?
An ingredient not yet on a market's permitted inventory, which must be notified or registered separately before it can be used there. China operates a formal NCI system with a post-market monitoring period; the EU works from its own inventory and SCCS opinions. A distinctive Korean botanical or ferment can be exactly the ingredient that turns a three-month launch into an eighteen-month one.
